Stephen Powell

Stephen Powell, a senior associate with CASE, is an internationally renowned expert in energy markets design, regulation and competition. Stephen has over 25 years’ experience of international energy privatization, wholesale electricity and gas market design and regulation and competition in energy markets. He has advised governments, regulators, energy companies and international institutions, including the World Bank, EBRD and IFC, on all aspects of energy market design and regulation. He has led assignments for clients throughout the world including in Europe, Asia-Pacific region, the Middle East and Africa.

Stephen was formerly a director with an international economic consultancy for 12 years. Before that he led on the UK Government's review of the future prospects for nuclear power in the UK. He was responsible for Nuclear Electric plc, the state-owned operator of the commercial nuclear power stations in England and Wales and for the policy of promoting electricity generation from renewable sources, through the Non Fossil Fuel Obligation and the fossil fuel levy. In 1991 he led the team responsible for the initial public offering of shares in National Power and PowerGen, the two fossil-fuelled generators.

During the 1980s Stephen was a senior economic adviser in the UK Department of Energy, during which time he was seconded to the European Department of the International Monetary Fund. He was an Economic Adviser to HM Treasury during 1978 – 1986 and economic adviser in the Central Policy Review Staff of the Cabinet Office during 1974 – 1978. Prior to this he held a lectureship at Pembroke College, Oxford University, during 1971 to 1974. Stephen holds a BSc in Economics (first class honours) from the University of Bristol and an MSc in Economics (Distinction) from the London School of Economics.
