Mary Starks

Mary Starks is an independent consultant affiliated with Case for specific projects.  She is a senior economist with extensive experience of competition and regulation in the energy and financial sectors.  She has held previous position at a major consulting company, and in national regulatory and competition authorities, including the Bank of England and more recently the New Zealand Commerce Commission. 

Mary’s competition work includes investigation of the collective agreement of credit card interchange fees; evaluation of competition in the wholesale and retail electricity markets; and assessing clearance applications for mergers in the consumer finance and electricity sectors.  Mary’s regulatory work has focused on energy and financial sectors.  She has managed numerous assignments evaluating the impact of retail and wholesale markets regulation for the UK Financial Services Authority.  She has also advised extensively on energy market regulation, including due diligence as part of privatisation and merger investigations.  Her clients include investment banks, regulators, international institutions and public companies.

Mary holds an MSc in Economics from the London School of Economics and Political Science, and a BA in Politics, Philosophy and Economics from the University of Oxford (Magdalen College).
