
David Starkie is a Senior Associate with Case. He has extensive experience in regulatory and competition economics with particular focus on transport. He has held Government and academic positions, and has been a director of several international consulting companies.
David has provided assistance on competition and merger proceedings before the European Commission and national competition authorities such as the UK Competition Commission, Office of Fair Trading, and the New Zealand Commerce Commission. David has acted as expert witness in litigation in UK, New Zealand and Ireland courts, and was an expert on behalf of the British Government in arbitration proceedings over Heathrow Airport dispute between the US and British governments. He has also played a significant role in the UK government’s private finance initiative (PFI), assisting bidders for projects. Since 1972 he has advised several Australian Government inquires/Committees, and UK House of Commons’ Select Committees on a wide range of inquiries, including the British motor industry; computer reservation systems; US/UK aviation bilateral agreements, and motorway charging schemes.
David played a major role in advising the UK Department of Transport on strategic options for privatising British Rail. In particular, he had joint responsibility for studies on competition and regulatory issues and track tariff policies preceding publication of the UK Government White Paper. David has also undertaken work on interconnection policies for OFTEL, on railway and airport access for the European Commission, on price cap regulation for the Irish Commission for Aviation Regulation and the UK Civil Aviation Authority, and has advised the UK Office of Fair Trading on transport sector competition issues.
Before becoming a professional consultant, David held various positions in UK and Australian Universities. He holds BSc and MSc degrees in economics from the London School of Economics. He is on the Editorial Board of the Journal of Air Transport Management, co-editor of the Journal of Transport Economics & Policy, and has published widely in academic and professional journals.
